Is it possible to get external IP without connecting to the Internet? I need a small program with C,Delphi or VB source code to get my external IP as shown on http://whatismyip.com, but the program must not send or get data from the Internet… (Budget: $30-250, Jobs: C/C++, Delphi, System Admin., Visual Basic, Windows)
