Barcode System For Tickets 20.12.08

We are look for a programmer to add an online and offline barcode system to our operational and active website.
The Barcodes will be added onto our existing ticket system so when ever a new ticket is created it will have an original Barcode it.
The system requires an online/offline system where we can download the data into an application (built by the selected programmer) that can read the barcode with a generic barcode scanner; an option will be on the application to update the database which will download any new ticket information that has been purchased for that show since the last download. The barcode system also needs to work with the online website with out the need of the offline application if we choose.
The system will mark the ticket in the database that is has been used, display the number of tickets that that was purchased on that electronic ticket, display the name, address & phone number of the person that purchased the ticket/s.
We run multiple expos and need to be able to administer this system for multiple or individual shows.
A ticket can only be used once; once the ticket has been used at the show the database will mark the db so that the ticket cannot be used again. If the ticket is presented again a warning will pop up on the system notifying the operator of the situation.
The system will also display all the details on the ticket and in the DB.
I am happy for a 3rd party script to be used for this as long as it works properly and is bug free.
We require all programming to be done to integrate this feature with our current ticketing system and payment gateway, and affiliate program system.
