Develop/clone Flash/css Websit 28.08.08

I would like a flash “or” css website develop, most graphics and samples will be provided to you (sample websites, layout, etc.). I will let you know which graphic to rip from which site, and from there you’ll put everything together making it a new website.
Text and Images will be provided. However you will need to design the interface of the website so everything looks together.
This are a few website which I’ll need you to rip out the graphics (background, notebook design, etc.). The final product should resemble ugrad.vcu.edu

I also have 1 .flv which requires editing. The editing will be cutting out 2 or 3 portion of the movie(making it shorter) and adding a watermark logo over it.
My budget for this is approx $150 (since most things has been done or just require a rip). I am very particular about designs so you need to be up to par to the quality as stated above. The size of the website is approx 5 sections only (no sub-sections). Each section will contains some text, images and a video player.
