Feedback Comment Rating System 05.06.08

Ok, this is what we need done:
A global feedback comment system website.
Ok so this is the purpose of the website:
We want all shopping cart websites to have our logo (similar to VeriSign concept). Then, when someone purchases something from that shopping cart, they can click our logo, and it will take them to our webpage, for them to leave feedback, ratings and comment on that shop. The purpose of the website is to allow users to view feedback and ratings of all shops online.
The feedback system and website layout MUST be identical to the eBay feedback system ³ http://feedback.ebay.com.au/ws/eBayISAPI.dll?ViewFeedback2&userid=gogobambi!&ftab=AllFeedback
So the feedback system must have the point system like eBay has, the average rating, star rating, score, feedback etc. IDENTICAL TO EBAY. PLEASE STUDY EBAY SYSTEM THOUROUGHLY AS THERE SYSTEM IS VERY GOOD, AND THAT¡¦S WHY WE WANT IT TO BE LIKE THERE SYSTEM.
Now, we want shops to be able to sign up for this service (for free) and develop their profile page on our website. So when someone buys something from a shop, and they click our logo to view or leave feedback, it takes them directly to the shops own profile page on our website. (So I assume when a shop signs up, a link will be generated for them to insert into their website source code or something)
Also, our website will be a directory as well. So on the front page, there will be a list of all shop categories from A ¡V Z, and users can search for shops using a search facility or browsing through categories. Each members profile page will have a logo and description of the shop itself, and their contact details. (for advertising purposes)
Now remember, the feedback system is to leave feedback FOR THE SHOP, not for the products of the shop. However, when someone leaves feedback, there will be a field there for them to fill out that will ask them what product was purchased, so they can comment on the product if they want. BUT the purpose of the feedback system to to give reliable feedback on the shop itself.
We will also need an admin side to control comments (delete, verify comments etc).
Also, we need the shops to be able to reply to a comment being made, (only once) so they can defend themselves for negative feedback.
Ok, that¡¦s pretty much it. We want it looking simple, elegant and professional. We do not have a domain or hosting developed yet, as we are still thinking of a name.
