Finish A Jobsite Module 21.02.08

please read all the description before bidding, we shall be requiring samples before selecting a programmer.
this is for a jobsite, we have created a script based on php and mysql , for running a job site, it is template based, all the modules have been created, debugged and everything works perfectly. now we wish to add a module for the mailing system.
Allow me to explain;
this modules needs to be embedded into the script and into the admin, it needs to extract the emails from the database, and send them the jobs that match their selected criterias. on the admin side, the admin should be able to select either jobseekers or recruters, and select them by either the function or the region and be able to mail them. the mailing system itself should be template based, and the templates should be based on the look of the site itself. the received emails should be of course in HTML and not text only.
the structure of the database should stay intact, and your additions should be added in a folder under the root of the site, this folder sould contain the PHP files and the folder for the templates.
Of course we do understand that in order to integrate it into the admin, you have to edit the admin php files, that should consist no problem.
Further details would be given individually in the Private board to each of the programmers.
