Help Installing Boonex Dolphin  05.10.08

After a website defacement, we are reinstalling boonex dolpin website. The problem is, after uploading the code to install the site, we are encountering an error:

Fatal error: Call to undefined function mb_internal_encoding() in /home/datemeat/public_html/install/index.php on line 541

I need to get this back up ASAP. So if you can’t do the job as soon as possible, please don’t bid. I appreciate the courtesy. I need to get this resolved, have my database backup uploaded, and then should be ok.
