Secure Client Download Script 29.02.08

I need a simple script that will allow my clients to access files for them to download that I will be able to integrate into my html website template via an include.

Admin:
I will have the ability to assign a password and username to my clients.
I will have the ability to assign files to clients.
Files will be in secure client folders.
Files will be uploaded via ftp.

CLient:
Clients will have to login to download the files.
Clients will have to login to upload files to their secure folders.
