Spotlight Image Effect  13.07.08

Hello,

I would like to have an image effect script in which a person upload an image and the get ‘ spotlight effect ‘ to the image. The output should be in .gif animation.

The sample of the output with spotlight effect is at http://i37.tinypic.com/2vuhdp3.gif. Please take a look. Please bid if only you can do it.
