A lot of pre built CMS’s have many of these features built in and may just need editing, we are happy to use code that you have already created as long as the project meets our requirements. This must use a simple CMS

We are wanting an article submission website directory with a separate web directory attached to it.
I have attached a full description.
We are happy for this to be developed in php using mysql or .net using mssql but please specify what language you are using when bidding.
