First time using new dedicated server

Was informed that server was set up but tech told me:
“will not be able to provide you with a cpanel access, as first of all you will have to create an account under WHM to be able to access the cpanel.Your cpanel access will look like this https://<yourdomain.com>/cpanel or https://<yourdomain.com>:2083.
I have went ahead and compiled your apache + php with necessary security patches.You can talk with your programmer and see if has any particular security concern regarding the server’s security.”
1) I have access to WHM Cpanel and Root
2) Need some help to “create an account under WHM to be able to access the cpanel”
3) Do NOT want to transfer domain now
4) Just want to access site using ip to test php script before transfer as follows :
