Need Google Analytics to work on this site and page shift problem.

The site has an old urchin.js file and the Google Conversion Code is working but not the Google Analytics cookies is not being set on the site. I can provide access to the server to edit the main website and then I can download to Dreamweaver CS3 the corrected live copy.
I can provide the correct file for the Google Analytics javascript.
Also would like to fix the image problem at the top of the site. The index (home page) is left aligned but other pages are shifting, and show a gap at the top. Possible this is an include file problem or a clear gif problem and may be related to the page wrapper.
Get Your Health Quote page is fine (see link at the top), so that could be used as a sample to see what is wrong with the code.
